IMPACT NETWORKS call has launched: €400,000 for cross-border cooperation between Ukraine and Moldova

Funding call details

The EUroBRIDGE_UA_MD project announces the official launch, on 1 August 2026, of its first funding call: IMPACT NETWORKS. The call makes available a total budget of €400,000, with funding of up to €50,000 per project, to strengthen cross-border cooperation networks between Ukraine and Moldova.

The call is open exclusively to three types of organisations: cluster organisations, digital innovation hubs (DIHs) and regional development agencies (RDAs). Each partnership submitted must include at least one entity from Moldova and one from the primary eligible area of Ukraine – the oblasts of Chernivtsi, Khmelnytskyi, Vinnytsia and Odesa.

The budget is divided equally, with €100,000 allocated to each of the three entity types, plus a flexible reserve of €100,000, awarded to the highest-scoring proposals regardless of type. Funding covers up to 100% of eligible costs, with no mandatory co-financing.

  • Project duration: 6-10 months
  • The coordinator submits the application on behalf of the consortium and remains the main point of contact
  • Core partnership: minimum 1 entity from Moldova + 1 from the eligible area of Ukraine (partners from other Ukrainian oblasts may also be included if they bring clear value to the cross-border cooperation).

What does the funded project consist of?

Each partnership implements a Development Plan (the application submitted for funding), which must lead to 3 mandatory outputs:

  • Joint Strategic Plan: the priorities and cooperation directions established jointly by the partners from Moldova and Ukraine
  • Portfolio of Projects: concrete project concepts, ready to be developed in the next stage
  • Pool of Experts: a network of verified organisations and specialists, available for future collaborations

These 3 outputs will become the foundation for the project’s second call, CAPACITY & INNOVATION, which will follow at a later stage.

Eligible activities

In addition to activities directly supporting the three mandatory outputs (Joint Strategic Plan, Portfolio of Projects, and Pool of Experts) – such as bilateral meetings, mapping cooperation opportunities, identifying experts, and communication and visibility – partnerships may also include complementary activities if relevant to their own priorities:

  • Networking events, study visits, and experience exchanges;
  • Studies, analyses, and joint development strategies;
  • Digital tools and the digitalization of organizational processes.

Project submission

Applications must be submitted exclusively online, through the official platform eurobridge-uamd.org, by 31 October 2026. Applicants can get free support through the project’s Helpdesk service, available in Romanian and Ukrainian.

EUroBRIDGE_UA_MD is funded through Technical Assistance for ERDF, CF and JTF (Grant Agreement No. 101235791) and implemented by a consortium of partners from Ukraine, Moldova and Romania.
